BIL- Germany`s approach to implement a cost-free digging request portal

Abstract
With the founding of BIL in 2015 by 17 German pipeline operators from the chemical, high-pressure gas and oil transmission industry the race is on for the construction of the federal information system to centralize digging requests. BIL provides an internet portal and database backend to allow construction companies asking for potential local responsibilities. BIL eG has been founded as a registered cooperative and will act as a non-profit-organization, so that the idea of solidarity takes more members to gain in safety in construction activities for operators of all media. The founding operators of BIL eG have to fight especially with the lack of knowledge by the construction industry about line positions, whereby pipes and cables are often affected years later, when surveillance and inspection activities have identified dents and corrosion features on the pipe body or operation interruptions have taken place. Name changes reasoned by political regulation, reorganizations and unknown supply areas are also problems for the construction industry to identify local operators and retrieve reliable information of contact persons and companies. BIL`s vision is to integrate all underground energy and communication infrastructure to allow a one-call approach in a fully digitized work-flow exchanging information between enquiring partner and operators in short-term. Operational start of BIL has been beginning of March 2016.
